HC Biasca wants to create a NLB team, the Ticino Young Stars to give young players from Ticino under the age of 23 the opportunity to stay in their home canton for their development.

As "HeShootsHeScoores" writes, this project would be supported by HC Lugano and HC Ambrì-Piotta, though not financially. Instead, they would also have a place to let their U23 players develop and slowly get them to the level they need to make the jump to the NLA.

The goal of this team would thus not be an eventual promotion but to develop a system, where young talent out of Ticino can grow. They also already have a designated head coach in Luca Cereda (current head coach of HC Biasca).

As for the financial aspect of the project; they are thinking of a budget of CHF 3.9 million over three years. According to the Sportinformation, one million is still missing though. The club aims to be in the NLB by the 2016-17 season, which means they will have to hand in the necessary paperwork by December 20th. (mso)
